you can also achieve this effect "in camera" with tweaking your 'zoom' ring in mid-capture. the way you tweak the ring also directs the motion of the blur.

this takes a little bit of practice and isn't an option with prime lenses, but i thought you may like to hear of an alternative method done in-camera.
