I know don't know why exif says "Exposure Program: Action (biased towards shutter speed)". Seems like one of those pre-programemd modes. First don't use them, get to at least Av mode and set the aperture to the widest setting that your lens allows. Adjust ISO to make sure shutter speed is high enough for your focal length.
