Need ID help on Raptor

This could have been a good picture, but I blew it. I was in a moving boat when I saw it and I was not ready. It was pretty small for a hawk. Can anyone offer some advice in shooting birds like this? It was about 1:00PM. The sun was high and bright. I shot it on ISO 400, which probably should have been a lower number. The shutter speed was 1/400. AV was F8. Most of the time when I take pictures in bright light, they tend to come out hazy. Thank you for the help.

The dark patch on the head behind the eyes is throwing me, otherwise I'd suggest a Mississippi Kite.

It may well be a certain form of plumage I'm not familiar with .. so I'm going to guess immature/Juvy Mississippi Kite..
