Canon 70-200 2.8 and 2x mkI

So I just picked up a used Canon 2x teleconverter to use with my Canon 70-200 f2.8 and my 1dmkII. Everything works fine but at 400mm I thought I should be getting f4 not f5.6. I heard with the 2x is a 2 stop loss, I'm getting 3 stop loss.

In short..

f/2.8 + 1 stop = f/4 + 1stop = f/5.6
