Ok I found the tutorial to make borders on pictures. I like to crop my pics to either 4x6 or 8x10 in case we want to frame them to put on walls, desk, family, etc. Once cropped these files are still large 3000x2000 pixels large. I saw people say add a 2px frame then a 20px outside frame. This does not show well on a huge pixel picture. Below is what I used. 20px black border. Then a 100px white border with a added 200px on the bottom. ( NOTE: I removed 200px from the pic while cropping to make sure it fits the 8x10 size format).

How to make borders:
First crop photo to wanted dimensions. While cropping subtract 200px from the bottom edge of your photo. Then in PS create a new layer, then go to the top menu, IMAGE --> Canvas size. A menu will open up showing current size and new size. I change this to pixels. add a 5px frame of your color choice. I use black/ white. Click OK. Go back and do the same for the middle frame of opposite color. On the third try make this 100px.
On my last pass of canvas size I only add to the bottom side of the pic. Here I add the same color as before to make a nice fat border to write my text on.

Finally make one more layer for text.

Note: The grey is not part of the border. This is just from a screen shot I took.

I now have a question. I made the borders actually found an easier and nicer way of making them and made as an "action". My question is when I resize/ crop I do this to a set size of 8x10, 5x7, and 4x6. THEN I add my borders. Since I am adding the same amount of pixels on all sides shouldn't the size ratio still be the same?

I ask this becuase I took my photos to Costco and the borders were cropped a bit on some of the ends.

you'll have about 3-5% cut off from the photos when they're printed..
