Shutter Speed and Apature Mathmatics

Can anyone tell me what this converts to for a shutter speed?

9965784/1000000

Can you help me with what this apature value is?

633985/100000

Also if you could give me the mathmatical formula for both that would be greatly appreciated so that I can fully understand this.

I could be wrong but move the decimal place to the left the number of zeros.

9.965784 or just 10 sec

What you wrote is the mathematical formula. 9965784 divided by 1000000 and 633985 divided by 100000

I had actually just found it myself and came up with this same answer.
I knew the answer, but didnt know how to convert this formula to get it.
