volume licensing is the cheapest way to go but only if you have an existing volume license or need to purchase more than 5 ms products or licenses. and this allows you to add more on to it at a later date... you aso get upgrades etc. (but imo its a con)
$400 for retail excel is going to the best option i think, but as i don't know the full ins and outs then this is hard to say....
welcome to the joys of 500 ways to purchase a ms license and still get screwed on price.
I spoke to an MS sales representative a few years back about some requirements we had for a mix of various software we needed. In the end the rep just said "I don't really know which way you should go, it's just too confusing....", which sums it all up really.
