A local photographer told me the other day that she uses 'full color' true color' true touch' ,full touch ' something like that retouching/ printing service. does nybody know what company it is I'm trying to remember

Nope. They come in a tube. They are heavier quality than posters you would buy at the store, but it's still just poster paper.

I buy the frames for them at Michael's. You can get them at any frame store or craft store. It's a fairly common size. The frames I use for home are in the 20-30 dollar range, the frames I use for office or classroom are in the 10 range.
