WTF?
As far as I can see they don't even credit you on that site. It would still be illegal, but at least give credit where credit is due.

I say like the others before me, send an invoice to Nikon and get this thing straightened out.

Apparently I was 3 seconds late. Nice find. Yes, the sunset Capitol one is mine... with the lights leading up to the capitol. You can check it out on flickr, uploaded in the fall of 2006.

looks like you'll be wanting to sue these people

Mentors | Bill Durrence & Rosanne Pennella and maybe then the magazine / webhost with a follow up to nikon's legal team.

save that page , the magazine and go see a lawyer.

nikon will deny all responsibility (they are by the looks of the thing just a sponsor)

the magazine will have a get out clause too (ad are the responsibility of .....etc)

so you'll be going after the mentors and webhost, get a lawyer who specializes if you can afford it or one who works no win no fee if you can't.

but especially make a point of going for the mentors as they are in the bis and should Know better.
