I don't think I've ever done it well
my best shot to date is this one and there's too much motion blur in the eagle wings

Yeah and it certainly requires a skilled one to determine the difference because the technique have to be spot on every time for a comparison to make sense. EDITING OF MY PHOTOS IS NOT ALLOWED

I was shooting at 1/80th, iso 800 (it was really low light) but for panning, don't you shoot at a low shutter speed anyway? I'm really ignorant in this area. ..
