You start by having very, very dark skies. Then you put your camera on a decent tripod, point it towards the Milky Way (and if you can't see it with the naked eye then your skies aren't dark enough) set the exposure to 30s, f2.8, ISO1600 focus manually at infinity and take a shot with a remote release. Chimp to check result, adjust ISO to optimise.
I'd also suggest you have the noise reduction switched on too?
