I just picked up some cactus wireless triggers and after playing around with them, I was getting way over exposed pictures. The 580 was in ETTL. I know ETTL is effective when its on the hotshoe but is it still effective when its off camera? Does the ETTL still work effectively off camera?

The triggers are just that....a trigger. They will not enable off camera ETTL. This post explains what you need to do this...

e-TTL can work with the speedlite flashes but from what I found out you need an e-TTL enabled transmitter. I use the canon wireless flash transmitter for this very reason and although it is a bit more costly I've been getting perfect exposure with my 430's.

Cheers

It will fire the 580EX at full power every time if ETTL is set. Use manual.
