Digicam is cutting up photos in a weird way

It just started doing this, I have no idea why. Its a Canon Powershot A620.

Photos randomly seem to have a "seam" or a cutoff line in them, similar to an effect of moving a piece of paper as a copy machine is scanning it.

The seam is always in a random location, and it doesn't always happen. Sometimes there is more than one:

For example, you can see two of these near the bottom of this image:

I also noticed there appears to be discoloration in some of the images:

Do the pictures show this in on-camera review, or only when you've downloaded them to your computer? How do you transfer them to your computer? Have you had this happen with more than one memory card?

My first guess is that you have either a bad card or a bad card reader/USB cable.

If this happens often, try changing you memory card or card reader. I had similar exprience. I transfer my photos using a card reader.

Until you reply that it is otherwise I would have to agree that it looks like a bad data transfer. I mostly transfer directly from the camera but had some bad pics once. Pics were fine on the cam so dumped the bad ones and transferred again. All was well.
