Hopefully this is the right forum.... does anyone know if this craigslist deal is decent for a newbie wanting a light kit?

You get what you pay for. This sounds like a starter kit, i'll get you going and help you realise why people buy strobes that cost ten times more. At $250 you have almost nothing to lose, so long as it actually turns up and works.

The light stands are too small. The umbrellas are smaller than would be ideal. 150w/s per light will do.
