He didn't say he is just giving it away to them. He is selling it to them.
I would price the CD at the cost of say the average size print that you receive orders for, times the number of images that are going to be on it. Then cut the price down a little from there. It is in effect a bulk order. Just like other merchants that sell products, when you buy more the price tends to drop. You will make more off a CD in the sense of an individual sale, but less in effect of price per photo distributed. In the long run you may receive more orders CD's. You are giving out more photos, but at the same time you would be making more in sales. Entice customers to spend a little bit more per transaction
