Is there a way that I can apply an adjustment layer only to the layers in a folder, instead of all the folders/layers outside of this folder?

Let's rephrase your question a bit. I interpreted your question to mean "Is it possible to apply an adjustment layer only to the layers in a LAYER GROUP, and not to all the layers/groups in the layer stack?"

The answer to that question is yes and there's two ways to do it. If it isn't already, expand the Layer Group you want to adjust by clicking on the right-pointing arrow to reveal the layers that make up the group.
Select (highlight) the top layer in the group and from the menu bar choose Layer > New Adjustment Layer and then select the type of adjustment layer you want to apply.

The second way is to create the adjustment layer, expand the layer group you want to affect, then drag and drop the adjustment layer to the top of the layer group. You will know when its a part of the group because the adjustment layer will then appear slightly indented.

Thanks for replying. The adjustment layer in the layer group is clearly indented and part of the group, but it is affecting all the layers in the layer stack, not only the layers in that layer group. Should it not do that?

Hi dirtlover, I think you need to set the blend mode of the layer group to "normal" instead of "pass through".

I hope that helps.

I think it would be helpful if you described exactly what you're trying to accomplish. Is the adjustment layer the topmost layer in the stack after its added?
