Hard to say exactly, where was it taken? As the guess of a missle silo definitely could be the right one...

I would think that if it was water storage that the 'lid' they have there would be a little better, although if it is just for agricultural use then that could be it as well. Like I said above, knowing more about the location is likely to give us a lot better clue as to what this could be.

It is a water cistern, probably for livestock.

I would guess that there are springs nearby in which water is collected and stored there. It could also be for rainwater collection.

Water tank.

My dad worked on the Atlas/Centaur/Tomahawk silos. their lids are at ground level with reinforced concrete above them :)

Agreed. We have those all over the place here in Arizona. They kind of annoy me... not sure why, they just do. lol

Your right. I lived in Roswell NM for a while and there are a number of them around the city. I've been to most of them, and in a couple. The only thing above ground is the entrance.
