TooTall is closest so far, some of his answer hinting towards the truth. Country is correct, time frame is off but not by much and none of the manufacturers mentioned are correct.

They built both a coupe and an open car so the photo may be of either. The alloy wheel threw me, it made me think '60s. What finally rang the bell was the hood scoop. The cars I mentioned, MG, Healey, (English) Ford, all used inline engines that had carbs hung off the side so if they had a hood scoop it was usually offset. The Bristol engine (based on the pre-war BMW engine) had a very unusual head design that used downdraft carbs on top of the engine so the carbs, and hence the hoodscoop was inline with the center of the engine.

I think you got it! But the hood scoop looks offset to me. Current equipment(Shared between Tasha and I)

I have it as the Arnolt-Bristol 450 Le Mans, but that's nitpicking as there's not exactly a whole lot of Bristol 450 LMs.

I don't know the year but I think it's a 92. First time I've seen one and I really liked the design style. It's kind of a design cross between the Avanti and the Flintstones car. Rob
