New eBay PayPal Rules.

It appears (at least in the UK) that eBay are now forcing people to offer PayPal as a payment method when they list items. Apart from the outrageous circumstance whereby they are forcing sellers to leave themselves open to incurring unnecessary expenses that benefit eBay themselves, I'm wondering if this is not the worst of it.

After reading one or two horror stories on here about people being ripped off by buyers claiming they hadn't received the item, then the seller ending up at the receiving end of a chargeback, does this mean that there is the likelihood of a scamming free-for-all on eBay?

If you follow Paypal rules and take reasonable care, there is no issue.

Paypal is safer for purchasers, certainly, but as it is all based on having on-line tracking, all you have to do is receive an empty box with Special delivery and you can still get ripped off...

Personally I think it all depends on buying ONLY form carefully vetted sellers. I'd certainly be more careful about selling these days though - you have to watch and make sure you fulfill paypal rules about shipping exactly to stay safe. Ultimately only a face-to-face transaction for cash ( can you spot counterfeit notes though...) in a public place would be safe.

Another possibility for selling would be Ebid, but I haven't used them yet.

I just don't understand why people are so against PayPal. I think most people equate PayPal to a credit card company, and expect the same protections from PayPal that they do from their credit card company. This simply isn't so. PayPal is simply a payment service, nothing more, nothing less. I use PayPal all the time, and understand the RULES and CONSTRAINTS of doing so. If more people would do the same, I don't think you'd be hearing so much discussion about them.

The bit about PayPal that concerns me is when a dishonest buyer decides to claim that they didn't receive the item, then PayPal end up taking the money back from the seller and giving it to the buyer.

If that's a real possibility and you are at the mercy of the buyer as to whether it happens or not, then I'm hoping that PayPal can also protect the seller. Is this the case?

Thats why you ALWAYS ship with delivery confirmation. As long as you prove to Paypal that the item was shipped and there is a form of tracking, they will side with you.

~Almost everyone who has a complaint against paypal refunding a dishonest buyer, did not follow the rules. you must send by a signed-for service with on-line proof of delivery available. You charge the shipping costs to the buyer, so there is no reason not to protect yourself.

In the UK, for anything more than £37 in value ( standard compensation for lost items) use Special delivery - it's not that expensive, and the buyer pays anyway - or take the insurance option with Standard Parcels - and make sure the service provides on-line proof of delivery. If you don't have that, you will lose your money if the buyer says they didn't receive the item. As an ebay seller, you are liable if the item is lost in the post - so it is up to you to make sure that you can prove it was delivered.

Another caveat - NEVER EVER accept paypal if the buyer wants to collect the item from you in person - no on-line proof of delivery,even you have CCTV and voice records of the guy taking the stuff - paypal will not back you. Follow the rules and you'll mostly be OK.

Have a good trawl thru the Ebay seller boards, there are loads of threads about this very thing.

I just don't bother with Ebay anymore. They want to hold money I receive for an item for 20 days or some other bull****. They are screwing sellers over.

Someone else needs to come along and make an auction site and put them in their place.

"Given eBay's position as Australia's leading online marketplace, the notified conduct will substantially reduce competition to supply online payment services to users of online marketplaces more generally," Samuels said.

"The ACCC acknowledges that having PayPal as the only payment provider has the potential to deliver some benefits to users, such as increased buyer protection insurance in certain circumstances.

Samuels said the ACCC thinks consumers should be able to decide for themselves which payment method is best for them and that eBay's move would deny them [...]
