Largely, I find it depends on your particular interests, genre, and what you wish to learn / be inspired by.

Most of the UK magazines, though expensive, are far better in content then US and Canadian, in my opinion.
More often then not, UK mags focus on art as much as or more then technique... better balance for me; I find many "mainstream" or pop culture photo mags in US and Canada are more focused on reviews, tip and tricks for technical, for that I just go to this forum! ;)
Check a local newsstand that has imports for more selection, and you will see what I mean.

For US publications,
Best free ones: Rangefinder and Studio Photography.
Others, Shutterbug, Outdoor Photography

For online publication, PBase, http://www.pbase.com/m​agazine (external link)

Again, it generally depends on your desires and many times for me, the particular issue. I have a hard time getting subscriptions as out of 12, I may find, at best 1/2 that have inspiring content for my needs and wants. Check out a library and newsstands and sample them all!

i'd agree that the UK ones are generally more 'user-friendly'. you're really spoilt for choice - Digital Photographer, Digital Camera (World), Practical Photography, DSLR User, DSLR Photography... my favourites are the first 2. the ones i found irrelevant (to me) are Outdoor Photography (im stuck in an urban area..), Shutterbug (too newsy) and Professional Photography (way too deep for me). the problem with mags is that not every issue will appeal to you since they cover different subjects and the one featured this month may not be the kind of photography you enjoy most. i've found that books which covers more specific genres of photography are more fulfilling. but you cant beat a mag for a monthly dose of inspiration to keep the flame burning.

agreed with all from above.

A lot really depends on what you mean by "best".

Are you looking for instuctional/informati​onal/compositional types, product reviews, other people pictues, etc?

Personally, I think National Geographic is the best photography magazine around.

I also find that UK magazines are much better than the US ones. The US ones are so darn filled with advertisements and not enough content. I personally like Practical Photography and Professional Photographer. Just ordered a subscription for the latter. :)
