1/1000 @ f7 should have stopped the motion and given you a sharper image. What setting did you have for the focus? Were you on One Shot, AI Focus or AI Servo? What AF points were you using? All of them or just the center? 7D,

You are letting the camera make the choices, kind of like a big point and shoot. At this level 1/1000 is not fast enough and no one would use f/7. Learn to use your manual mode or AV and you would see an improvement. Center point focus and AI Servo and open the lens wide. Wrap your ass in fiberglass....
