Tires not covered by a fender so I'm pretty sure not. Looks like some kind a car show going on so it may have been brought in on a trailer.

The historical motor vehicles plate might exempt them from a lot of normal equipment requirements.

You guys have no idea how long it took me to find this photo...i knew i had it somewhere. Anyway i was on my way to visit someone when we over took this ...i think he was honestly serious.

Four wheel drive Corvette. And the owner was real proud of the way it looks!!
Even the color combination sucks.
