This was my very first picture taken with my canon xti. Just want some tips on takeing better shots. And some web sites i can go to for more help

I think it's pretty good! I'd like it light a litter better and perhaps have more contrast, but otherwise it's really neat.

The famous sky or building exposure dilemma.
The building is underexposed, the sky is right, if you expose the building correctly the sky will be blown out. The only solution is to take bracketed shots and then blend the exposures or do an HDR or something like that...
I'm not sold on the angle here but it is a subjective matter

If you live in New Orleans the best way to improve this shot is to be there early in the morning with a polarizer. I didn't have to look at the clock to know what time you shot it, I lived on Royal St. behind the church for years. You can learn about bracketed shots in your instruction manual, there are many threads on here about HDR.
