The original part of the city, better known as the French Quarter, is not very prone to flooding. Even during Katrina, the French Quarter had little flood damage. The French knew what they were doing.

As the city grew, it grew into the areas that do flood. The levees only keep the water out. Once the water got in during Katrina (most of the water in New Orleans was caused by broken levees/canals), the pumps could not act fast enough, plus there was mismanagement with and damage to the pumps.

And yes, the mouth of the Mississippi River was a very powerful position to have in those days.

This shot doesn't do much for me, and I think it's because the depth of field. The cup of white stuff and the tips of the spoon and fork are the only things in focus really. Other than that, I'd say the shot would be pretty good.
