Look at the edge of the hood where the white goes to black and it looks like its chipping a bit. Definitely painted, and not particularly well too. And unless my eyes are fooling me, that's a 24-70, a lens nikon never released in white.

Definitely not the 24-70 - note the gold plate and the aperture ring. Perhaps the 28-70?

The off-white Nikon lenses had the same color for their hoods straight from the factory.

Entirely possible. I hadn't seen that lens before, but it does look just like the one in the picture.
