If you look closely at top picture John you'll see the back wheels and then the front ones right off the road.
That big roller out the back probably steadies things, not sure which roller activates the steering though  :p

It looks like alternate yellow has been painted over and cats eyes squares glued to the seal.
Common here.

In my area they use a grinder to mill out the asphalt then glue the reflective marker just below the surface so snow plows will not tear them out. No rumbling effect to my knowledge. They do sometimes use a special roller when placing the asphalt to put a rumble strip on land edge and centerline.

I think you a re probably right on both accounts. This highway is located in a very remote area of Northern Arizona. They had recently just repaved it with those upgrades.
