I think you a re probably right on both accounts. This highway is located in a very remote area of Northern Arizona. They had recently just repaved it with those upgrades.

This is what it was like back in 2006. At night it was a bit more challenging to see the centerline. It's highway 89A west of Marble Canyon, AZ.
