Blu domain???

I have ran a search but didnt find anything on my problem exactly so I thought I would ask.
I am thinking of going with Blu domain for a website template and hosting through my brother's company.
However I am unclear on the requirements needed of the server to run a blue domain template??? Any ideas. I am such a dork about computer stuff, I am asking for my brother, so he is clear on what is needed. So if this is a stupid question I am sorry.

REQUIREMENTS:::Please confirm with your server that they meet the following
requirements:

1. PHP 4.xx or 5.xx with:
a. safe-mode must be disabled (turned off)
b. register_globals must be set to on
c. max_upload_filesize set to 6MB or above (or .htaccess
files that can change the php.ini settings for individual
accounts must be supported)
d. extensions_dir setting in php.ini MUST EXIST. *** very important ***
For windows servers this folder must be located
on the same drive as the document root and scripts directory.
e. SecFilterEngine must equal Off
SecFilterScanPOST must equal Off
f. php must have php gd library installed
g. session_path must be set to a folder that exists
h. thread safety must be set to Off

My host (hostgator) (external link) works fine, with one little bit of tweaking required which they should know or I can email you. The tweak is just to disable one anti-spam rule in an apache module, or something like that. Don't host with BluDomain, they have a terrible record when it comes to uptime, reliability, and support. HostGator's fantastic, and reasonably priced too.
