Is this a common issue with all Canon bodies? or just the XTi

It's not "common", but it can happen to any body. You should be covered under warranty (if you bought it new or have the original receipt). It sucks when it happens to you, though. Sorry!

I was thinking it was flash sync too...

OP does this only happen with flash shots? If so, keep your shutter speed under 1/250 (I think that's correct) and it shouldn't do that.

What causes the flash sync to do this? Why can I shoot faster than 1/250?

When shooting with flash, at high shutter speeds the 2nd shutter curtain starts to close before the flash has completed firing and the scene is fully exposed. When shooting with flash, you have to keep your shutter speed below the flash's x-synch value. Of course, you can use High Speed Synch (HSS) mode on some of Canon's EX series Speedlights, but with studio strobes, you have a limited shutter speed range.

Thanks for the info!

How do I determine what is the fastest sync with studio strobes? How do I enable HSS on Canon EX Speedlights?

It's definitely going to be 1/250 or less.

Why don't you take a few shots and find out?

It is all in the instruction manuals. The XTi's max sync speed is 1/200s, with any strobe. Using radio triggers may affect this, depending on the trigger. Wit a PW, you should be able to get 1/200s every time. To use HSS you simply enable it on your flash unit. It will not work with PW's though, only on camera or with an OC cord, ETTL master/slave or the new radio-poppers system.
