300 mm, the one I have, which I'm sure is cheaper.

Well, first, the easy one: IS does mean image stabilizer!
Second, both the 55-250 IS and the 70-300 IS are considered superior to the 75-300 (non-IS). I've never used a 75-300 and so can't speak from experience, but all the comments I've read in this forum indicate that it's not the best choice among these three.
As far as comparing between the 55-250 and the 70-300, I haven't used the 55-250 so can't run my own tests. If you had a 70-300 IS, I wouldn't necessarily give it up for a 55-250 (it does have IS and goes to 300mm), but it is an older lens and the newer one may have better IS (there have been improvements in IS over the years). Plus, the 55-250 fits with the kit lens focal length. The 70-300 is more geared to fit with something like the 24-70 to complete a range of focal lengths (it was designed for film/full frame cameras in the "old days"

If I was starting from scratch with a crop camera I would definitely get the 18-55 IS/55-250 IS pair, but I would look toward replacing the 18-55 with the EF-S 17-55 f/2.8 IS as soon as I could free up $1k.
