Fill in flash and reflector

Say If I wanted to picture a subject under a shade. Does Fill in flash give the same result as using a reflector?

Which would yield a better result?

I don't have the complete answer, but if there isn't a little patch of sun near by the reflector isn't going to be able to provide much light. Do you have a flash thatt you can trigger off camera or are you using an on camera or built in flash?
