Attitudes have changed from the era when this midget, with a Crosley Hot Shot motor, was built, but it took decades.

Formula One cars weren't required to have seat belts until the middle or late 1960's. At one point in the 70's, roll cages for sprints and midgets were banned. Even now, karts usually don't have belts or cages, and they're faster now than midgets were a few generations ago.
