I have the Canon 40D With the 28-135 Kit lens, I have the 430EX and the LumiQuest Bounce Kit.

I have been reading and reading and reading about lighting, on these forums, (thread after thread) but i cannot "comprehend" what i am reading, maybe i'm a retard... but i know alot about my camera but myFlash skills suck.

i wanted to test out the camera today will Outdoor fill Flash. How to iset my camera for outdoor Fill Flash?

With my flash do i point it up< with the Lumiquest Bounce kit? what it bounce from? lol

please point me into the right direction.

Shoot without any diffuser with flash pointed straight at subject. Use AV or manuel. I would use manuel, get an exposure reading from background shoot and dial in fec as neccessary.

Well seeing as you have no ceiling outside you aren't going to bounce it off anything. Outside is one of those times where direct flash isn't that bad. Just point, shoot, and adjust if they are washed out or underexposed.

There are several solutions this problem:
Use your FEC settings to pull it back a bit
Reduce the flash power setting
Use a sto-fen diffuser
Move back.

All reduce flash light output/reach.

Diffuser is your best bet for this, Lumiquest has a great one! I have the bounce kit too and it works incredible indoors but outdoors it's useless really.

Your easiest solution here is to turn the flash down with FEC. Diffusers, bounce cards, etc are just going to do nothing for you in this situation that you can't do free of charge. Assuming the issue is the blown areas on the faces and not the shadows.

You will also quickly discover that despite all it's great ability, ETTL is very easily confused. Lots of bright areas or lots of dark areas will dramatically impact exposure levels.

But the problem is too much flash power, not harsh shadows. To fix too much power with a diffuser you have to diffuse it to the point that there isn't enough power left....which would be pretty inexact.

Better to simply select negative FEC until those faces stop glowing. I usually use about -1 stop FEC as a starting point for this kind of fill.

Looks more like plain overexposure to me. The harsh light is coming from camera right, which is the same direction the sunlight is coming from (look at ALL of the shadows in the scene). If the harsh light was coming from the flash, the shadows would be directly below their chins.
