I just ordered a Gitzo GM2541 and a Really Right Stuff High Capacity Monopod head. If you want the top of the line, go Gitzo and Really Right Stuff.

I was looking to stay around 100 dollars and I feel for a monopod that should be possible. 250 for just the monopod seems pretty steep.

Try benro. Quality/solid build just like Gitzo.

There's no reason to go anywhere near $250 for just a monopod. You are fine with what's been suggested.

If you have money to burn, get whatever you want. If you are afraid of "inferior" brands, go Gitzo. The monopod isn't necessarily used for dampening like a quality tripod is; monopods are just a steadying instrument. The variables from your hands and no stable center of gravity render a $250 monopod (with a $400 head???) beyond overkill. The camera is almost always in your hands, so it's not like you're setting it in a place where the wind could knock it over, like with a tripod.

I use the 681B with a tilt head with a 40D and the 100/400 lens and it works real well for motorsports! That combe will fit your budget, is not too heavy, is very rigid and quick to adjust height and angle!

Manfrotto 681 with Kirk MPA-1

I like the Manfrotto 681 because it is a bit taller, sturdier and lighter than the 680 (B models of each are the same only black in color). The only slight drawback of the 681 is that, because it is a three section pod, it doesn't fold up as short as the 680 (25.6" instead of 20"). However, the three section build is the reason that the 681 can be taller, sturdier and lighter than the four section 680 model.

I use a Kirk MPA-1 head because of its ability to tilt which allows me to keep the monopod in vertical position (which for me is the most stable way of holding a pod). I like the MPA-1 because of its Arca Compatible Kirk quick release system. Since I shoot with more than one camera/lens outfit, a QR system is the easiest for me to switch rigs. I like an AC quick release because I use that type of release on my tripod head and therefore I have the plates.

The AC Q.R. is compatible with a Really Right Stuff L-bracket which, IMO, is the ABSOLUTE best way to mount a non tripod ring equipped camera/lens to either a tripod or a monopod. Really Right Stuff also has a heavy duty looking tilt head for monopods which looks great. However, my MPA-1 is just fine. It easily supports my 30D and 40D cameras with up to the 300mm f/4L IS lens.
