Ah..... Global applies to the entire image. Local applies to an area of an image.
Its a little like an anesthetic, my photos generally need a general (Global)

In addition, it has in the same function a "Midtones" adjustment that, similarly, resembles general adjustments that would be done by grabbing the "middle" of the curves line and moving it up or down.
