What ball head lets you full close the legs of a traveler tripod?

I've read Ben_r's review and the pictures show 1 leg of the gitzo 1541 not fully closing.

I like the size of the RSS 25, but it doesn't have a separate panning base. I want a panning base and I also want the tripod legs to fully fold, that's part of why you're paying nearly $600 for a tripod right?

Any help?

Since the images aren't yours, you should link to them.

On the original question: I'd take functionality over fully closing of the last leg...

If my M10 is an indication, the Markings Q3T should be very good. And I would not give up a panning base for the ability to fully close the legs...

Thats how I felt too. Besides, it really does get close enough to fully closing to make it hardly noticeable.
