At the shutter speed needed to freeze the action HSS flash would have had no effect unless the Eagle was very close (under 20 feet or so). It looks like the bird was much too far away for flash to have any effect, but it's hard to say for sure without knowing the focal length and amount of crop. If this is full frame with a 200mm lens, maybe.
