Sunpak 544 test button not working?

I just received my used Sunpak 544 from B&H today, the sync cable was nearly DOA but that's besides the point since I'm not going to need it later on. However, the test button does not work when I click it in. The flash does not discharge when I click it after it lights up, unlike my other 544. The flash does fire however, when I use my other 544's sync cable connected to my wireless receiver. Is this non-functioning test button a problem worth returning the flash for, and would there be any way I can fix it myself?

I would not return it if it will be used as slave and not a master. I use that to get meter reading and to make sure that the other lights are working.

Forget it, I paid for a fully functional product, which this isn't. It's getting returned, I'll just get one off KEH for 20 bucks more.
