Save as Template missing?

So I wanted to save a photoshop template. But when I go to File->Save As there is no File->SaveAsTemplate. I'm so confused. I am currently using CS3 Master Collection. When I last did this I was using CS2 photoshop.

Is there a way that I have gotten into a mode that save as template is not available?
