Tiffen HT ND Digital Filters? Am I missing something?

Not really asking about them per-say

If you click the link and then click the .6 neutral density filter you can drag the filter around the image...

Why does it show that the loss of shutter speed due to the ND filter somehow makes the photo so much clearer and more vibrant...since when does a ND filter do that?

Or am I just not in the know?:confused:
