Manual flash messing with manual settings?

I hope I can explain this....when I use my 430EX flash on my XTi, both on manual mode, sometimes the shutter speed will not, for anything, go faster than 1/200th, no matter what the aperture is set at, ISO, anything. Its like it locks up. It doesn't allow the shutter speed to change until I put the camera in Program mode, power off and back on again. Then I can switch it back to Manual, w/o the flash and the shutter speed is fully adjustable again.

I do have the flash on-camera, as I don't have resources yet to use it off-camera.

Can anyone explain why it does this? It doesn't seem to matter the lighting (shady, nighttime or sunny) or any "environmental" conditions. I'm still new enough to SLR's that this one has me completely baffled. I want to start using manual settings on both my camera and flash, but...

The camera has a maximum flash sync speed of 1/200 and will not allow shutter speed to be set higher with the flash on. You can turn on 'high speed sync' on the flash and then it will allow your shutter to be set higher. However, you lose some power by doing this and will eat batteries.

but there is an option to bypass this on your flash .. read the manual its all there

Thanks...I'm still learning all the language, I guess that's partly why I hadn't found it yet.

Appreciate the feedback, even though I'm feeling kind of silly now.

I tried it and noticed the same thing. When using the flash off-camera with a non-dedicated cord, I've been able to sync at 1/320 before the shutter curtain cuts off part of the frame.

While I was experimenting with this, I found another odd thing that I think may be a bug. Someone let me know if I'm just being stupid:

With the flash on the camera, in manual mode, with the camera in Tv mode, with a shutter speed of 1/200, the camera flashes "f 22" on the screen as if there is too much light and it can't stop the lens down enough. This is in a moderately-lit room. If I switch the flash to E-TTL mode, the camera picks what looks to be a reasonable aperture and stops flashing f 22. Anyone know what this is about? Is the camera actually calculating flash exposure based on the focus distance and the settings that the flash is set to when in manual mode?
