Yes, there is a parking lot on the inland side of Pacific Coast Highway (you'll see a sign that says "Julia Pfeiffer Burns State Park"). Park there and it's a short walk; the trail crosses under PCH and you can view the falls from above a cliff. Unfortunately there is no way to (legally) go down onto the beach.
