I thought P2P and torrents were hard to police as the 'parts' come from loads of different computers all over the planet with no particular IP.

As I understand it, that's what makes it so easy to police. Movie studios are paying companies (like Bay TSP, Entertainment Software Association) to host 'honeypots' which serve the same files, so your torrent can pick up parts from there, and be tracked.

These offshore companies then send your ISP a notice with an IP address, time, and filename. This has been going on for a long time, but because these are unsubstatiated alegations (ie there's no hard evidence that would hold up in court) most ISPs have been simply ignoring these notices. The notable exception is xnet (world exchange) who have been somewhat ruthless in disconnecting people with little/no warning.

Section 92a of the copyright act is the new ammendment which was passed and is about to become law. It essentially states that ISPs must act on these allegations by disconnecting your internet, so no more ignoring them. You have no recourse or way of arguing against these allegations, and are guilty by accusation.

A select comittee investigated the proposed ammendment and recommended to the govt that it be thrown out as rubbish. The govt completely ignored their recommendations and passed it anyway.
