the plate looks like a bogen-manfrotto, im not sure about the head.

Looks like an old Manfrotto (like a 168, but smaller) with RC0.

Edit: Found it. It's called "168wob": Click

I've tried a 168 once, and didn't like it: If the panning lock wasn't tight enough, it was difficult getting the ball locked or opened without the pan moving.

Value: I'd not buy it: a 486 or 488 is better value, and the RC0 is *way* too big for a DSLR.
