Ring lights and wireless triggers?

I'm thinking of making one of those DIY ring lights, but decided to check out ebay first. Has anyone ever used the Opteka RL-300 Macro Ring Light or any of the other cheap ebay ring lights? Any DIY ones that worked out particularly well?

Any good wireless flash triggers that will work with my 40D and 430EX? I don't have much to spend so I'm mostly restricted to the ebay ones. I don't need a very long range and from what I've read so far, I think I'd prefer an rf trigger.

I'm a total lighting newbie and so far I've only been using a 420EX on the camera, mostly bounced. I have a 430EX on the way and I want to start really learning about lighting, so any help would be appreciated. Thanks!
