Its on by default for every purchase from Amazon.com over $25.

Then your purchase is from an Amazon marketplace seller and not actually Amazon.com

Doesn't look like amazon even carries the 430ex I anymore.
if you click the '51 new and used items' link on the side, you can see all the merchants prices that sell the item through amazon
