What plugins, add-ins, tools or techniques do they use in photoshop to achieve this look?

The first one looks brutally amateurish, in my opinion.

Here (external link) is a whole thread about the second one. In fact, that site will probably be a good resource for you - many experts there, and some great tutorials.

The first one isn't THAT bad, imo..... the only thing I find fault is with the abrubt change in (makeup) shading on either side of the face BUT that may have been intentional.

It is small sample... maybe would have a different affect when viewed in a larger size.

Usally when someone say's...Wow what process did they use in post to get that! It is usally good photography not Post.

And when someone say's wow what plug in does that....It usally wasn't done with a plug-in. More than lickly a combination of Great capture and good photoshop skill.

I havent looked at the waterdress link...But I'm sure it's the shot I'm thinking of. It was the best of many many hours of shooting combined in photoshop, one painstaking detail at a time...No plug in does that.
