I kind of like this effect as well, kind of cartoonish but not(make sense?) looks good to me.

Unlike traditional HDR, these particular ones are achieved by the redynamix photoshop plugin and PS tweaks to give a pseudo HDR. It can be done in PS alone but takes ages. Technically, you are not combining multiple images to expand the original photo's dynamic range.

When I need to do "real" HDR photos with moving elements, it is a judicious use of layers, the original images and masks. Moving people etc. are blended back into the HDR scene after fettling with levels/curves etc.
