how to request a thread to become sticky?

Hi moderators,

I couldn't find information on how to submit a thread as a potential sticky...

The thread in question is Digital Photography with Linux: Reference Guide, which is a compilation of softwares for photo editing and workflow processing under Linux.

Would this be a good candidate for a sticky? Thanks.
