I have installed the diskboot.bin file onto my 4gb sd card and have even tried locking the card and nothing comes up or see any way to start up the chdk. I have gone into all the menus and see nothing different. I have even tried reformatting the card and still nothing. How did you guys get this to work?

The installing procedure asks to lock the card up before inserting into the card slot, so you will not be to format the card in camera, but still can write and erase the images.
